Federal Lands Highway (FLH), part of the Federal Highway Administration (FHWA), an agency within the U.S. Department of Transportation, utilizes Symplicity’s cloud-based procurement system to manage the full lifecycle of hundreds of active highway construction projects.
The procurement system, named the Engineer’s Estimating, Bidding, Award and Construction System (EEBACS), consists of a series of components that tracks the costs of highway construction from the project’s inception through construction and final acceptance.
FLH chose Symplicity’s EEBACS to improve the engineer estimating, bidding, award and engineering construction capabilities in each of the three Federal Lands Highway Division offices and field offices.
The EEBACS, which replaced a series of FoxPro programs, is used by hundreds of federal and contract employees and consultants.
The system went live in August 2010. Since deployment, FLH has successfully progressed 125 projects into the Construction phase with another 355 projects in the Design and Acquisition phases.
Symplicity is currently developing an offline module for the EEBACS that will allow users in remote areas to utilize the system offline, synchronizing the data and updating the projects in real-time once they return to a location with Internet access. This will enable users working in locations with limited or no Internet access to go into the field for days, weeks or months at a time and effectively manage projects solely in their assigned offline module.
